Ukrainian President Volodymyr Zelensky Declares Absence of Explicit Defense Guarantee from European Partners

President Zelensky has stated that Ukraine's partners in Europe have failed to provide sound guarantees that they will defend Ukraine in the event of a fresh offensive by Russia.

"I continue to pose this critical question to all our partners and I have not received a definitive and straightforward response yet," he told reporters on Wednesday.

His comments come a day after Britain and France inked a statement of purpose on stationing forces in Ukraine should a ceasefire agreement to end the war with Russia is agreed.

However, comprehensive defense assurances have yet to be solidified. The US, which has been leading efforts to halt the offensive, reportedly did not sign such a commitment at talks in Paris on the previous day.

Details of the Paris Talks

Following the negotiations in Paris, which included some 30 countries that form the so-called Coalition of the Willing, UK Prime Minister Sir Keir Starmer said the UK and France would "set up operational bases across Ukraine" to prevent any future incursion, while French President Emmanuel Macron subsequently indicated thousands of troops may be sent.

Allies proposed that the United States would assume a leading role in overseeing any ceasefire. But the central sticking point of territorial concessions that Ukraine is being asked to grant to Russia as part of the peace proposals are still being discussed.

The Russian government has thus far remained silent on the announcement made in the city of Paris.

President Putin launched a full-scale invasion of Ukraine in the early months of 2022, and Moscow currently controls about one-fifth of Ukraine's land.

Zelensky's Shifting Tone

Sir Keir described the joint statement as "a vital part of our dedication to support Ukraine for the foreseeable future".

He added: "It establishes the pathway for the legal framework under which British, French and partner forces could operate on Ukraine's territory, securing Ukraine's skies and seas, and regenerating Ukraine's military for the future."

Zelensky hailed that accord as a "huge step forward".

Twenty-four hours afterward, however, he seemed more cautious.

"I perceive the determination, the political will, and that the partners are ready, and the partners are ready to give us robust economic measures, strong security guarantees," he said when asked if nations in Europe would defend Ukraine.

"But as long as we lack such security guarantees - formally ratified, supported by parliaments, supported by the United States Congress - this question cannot be answered. And should they materialize, you still have to rely first and foremost on your own strength."

Persistent Challenges and Fighting

The Paris talks were also significant due to the presence of envoys from former President Trump's administration, Steve Witkoff and Jared Kushner.

Witkoff said the allies "largely finished" their work on finalizing security arrangements.

Recently, Zelensky said a peace deal was "90% ready".

Territorial concessions and defense pledges have been at the center of outstanding matters for diplomats.

The Russian leader has consistently stated that Ukrainian troops must pull back from all of Ukraine's eastern Donbas or Russia will seize it, dismissing potential concessions over how to end the war.

The Ukrainian President has thus far rejected relinquishing any land, but has proposed that Ukraine could redeploy its forces to an agreed point - but provided that Russia did the same.

Russian forces currently controls about 75% of the Donetsk region, and some nearly all of the adjacent Luhansk region. The two regions constitute the industrial Donbas region.

Attacks have been escalating against cities in Ukraine - particularly targeting energy infrastructure. Moscow is also achieving incremental advances in seizing additional Ukrainian land.

Ukrainian forces have retaliated at objectives inside Russia with drones, though with varying degrees of effectiveness.
